Waraba PDA Development Management

Development Management | Waraba PDA

EVERETT PDM provides specialist development management services for projects within the Waraba Priority Development Area (PDA). We support landowners, developers and institutional clients navigating the unique planning, approval and delivery requirements that apply to Waraba, from early feasibility through to Development Application (DA) approval and delivery coordination.

The Waraba PDA is one of Queensland’s most significant growth areas and operates under a distinct planning framework that differs from standard council‑assessed development. Early, informed development management is critical to managing risk, aligning approvals and positioning projects for successful delivery.

What is the Waraba Priority Area

The Waraba Priority Development Area was declared in August 2024 and covers approximately 2,900 hectares within the City of Moreton Bay. The PDA is intended to deliver a major new urban community, including significant residential development, employment land, centres, infrastructure and community facilities over time.

Unlike standard development assessed solely under a local planning scheme, development within Waraba is currently governed by the Waraba PDA Interim Land Use Plan (ILUP). While Moreton Bay City Council undertakes development assessment, applications must be assessed against the PDA planning framework established by Economic Development Queensland (EDQ), not the City Plan alone.

This means:

  • Different assessment benchmarks
  • A strong emphasis on structure planning and staging
  • Early consideration of infrastructure delivery and funding
  • Increased importance of pre-lodgement engagement

Development Management Challenges specific to Waraba PDA

Development within the Waraba PDA presents distinct challenges that benefit from experienced development management oversight, including:

  • Navigating the interim land use plan while the final Development Scheme is still being prepared.
  • Aligning land use outcomes with broader PDA intent and future structure planning
  • Managing infrastructure assumptions under the Infrastructure Funding Framework.
  • Positioning proposals clearly for council and EDQ review.
  • Avoiding DA redesigns caused by late-stage planning or servicing issues.

Projects that proceed without a clear PDA specific strategy often encounter delays, information requests or misalignment between planning approval and delivery expectations.

How EVERETT supports Waraba PDA Projects

EVERETT acts as a Development Manager, providing end to end oversight tailored specifically to the Waraba PDA planning environment.

Our role typically includes:

  • Early site planning and due diligence
  • Feasibility testing aligned with PDA controls
  • Development yield and staging advice
  • Coordination of consultants
  • Strategic advice aligned with EDQ and council expectations.

We focus on ensuring the planning, commercial and delivery considerations are address together and not in isolation.

Pre-lodgement, DA Strategy and Delivery Continuity

Pre-lodgement engagement is particularly important in the Waraba PDA due to the evolving planning framework and scale of development envisaged for the area.

EVERETT supports clients through:

  • Pre-lodgement strategy and preparation, including targeted questions, application material.
  • Pre-lodgement Concept plans to go with the pre-lodgement application.
  • DA strategy that anticipates assessment issues and referral requirements.
  • Ongoing development management following approval to maintain continuity into procurement and delivery.

Why engage a development manager early in Waraba?

Early engagement of development management support in Waraba can:

  • Reduce approval risk and redesign.
  • Improve certainty for investors and financiers.
  • Align approvals with infrastructure and staging realities.
  • Shorten overall delivery timeframes.

For many projects, early development management involvement results in better decisions before capital is committed, rather than reactive problem solving later.
