No, you don’t need to engage EVERETT for the full suite of services. We offer flexible engagement options tailored to suit your specific needs. Landowners can choose to work with us solely for Pre-lodgement and Development Application (DA) services, engage us from the point of DA approval, or appoint us as Superintendent only. Whether you need support for a single stage or full project delivery, we’re here to provide the expertise you need, when you need it.

A Development Manager plays a crucial role in ensuring your project runs smoothly from concept to completion. Whether you’re undertaking a residential build, commercial development, or a complex multi-stage project, having a dedicated professional to oversee planning, approvals, costs, contractor coordination, and risk management can save you time, money, and stress. At EVERETT, we act as your trusted advisor and project lead, aligning all stakeholders and keeping your vision on track. If you’re unsure whether your project requires this level of oversight, we’re happy to offer a free consultation to help you decide.

Under typical Australian Standard Construction Contracts, a Superintendent plays a pivotal role in administering the contract fairly and impartially. Appointed by the Principal, the Superintendent is responsible for assessing progress claims, extensions of time, variations, and certifying completion milestones. While they act on behalf of the Principal, they are also required to exercise independent judgment and act honestly and reasonably in their determinations. At EVERETT, we take this responsibility seriously. Our Superintendents are experienced, impartial, and committed to upholding the integrity of the contract while ensuring smooth project delivery.

While both roles are essential to successful project delivery, they serve distinct functions. A Development Manager oversees the broader lifecycle of a project. From feasibility, site acquisition, planning approvals, and stakeholder engagement, through to delivery. They focus on aligning the project with strategic goals, managing risks, and ensuring commercial viability. A Project Manager, on the other hand, is primarily responsible for the execution phase. From coordinating contractors, managing timelines, budgets, and ensuring construction progresses according to plan. At EVERETT, we offer both services, tailored to your project’s needs. Not sure which role is right for your development? Contact us for guidance.

Whether you need a Development Approval (DA) depends on the type of work and how it aligns with the Planning Scheme. In general, development falls into three categories: Accepted Development, Accepted Development Subject to Requirements, and Assessable Development. If your proposal meets all the requirements of the applicable codes, it may be considered accepted development and not require a DA. However, if your project involves building a new dwelling, changing the use of a building, constructing a patio or shed over 10m², or altering setbacks, it likely qualifies as assessable development and will require formal approval. At EVERETT, we assess your project against council codes and help determine whether a DA is needed. If so, we prepare all necessary documentation and assist with the lodgement process to ensure compliance and efficiency.

Before starting most types of building work, such as constructing a new building, shed, carport, patio, or undertaking significant renovations, you’ll need a Building Approval (BA) from a private building certifier. This approval confirms that your proposed work complies with the Building Act 1975, the Building Code of Australia, and the Planning Scheme. The certifier will assess your plans, issue a building permit, and conduct mandatory inspections throughout the construction process. All building approvals must be obtained privately. At EVERETT, we work with trusted certifiers to prepare compliant documentation, coordinate approvals, and streamline the process for you. Whether you’re building new or modifying an existing structure, we ensure your project meets all legal and safety standards.

Choosing between an internal and external Development Manager / Project Manager depends on your project needs, resources, and long-term strategy. An external Development Manager / Project Manager, like EVERETT, offers several advantages:

  • Flexibility: Engage only when needed, ideal for one-off projects or scaling up without long-term overheads.
  • Specialised Expertise: Access to a broad range of experience across sectors, councils, and project types.
  • Independent Perspective: Objective advice focused solely on project success, not internal politics or competing priorities.
  • Established Networks: Immediate access to trusted consultants, contractors, and certifiers.
  • Cost Efficiency: Avoid the fixed costs of a full-time salary, benefits, and training.
  • Speed to Mobilise: External managers can hit the ground running with proven systems and processes.

In contrast, an internal Development Manager / Project Manager may be better suited for organisations with a consistent pipeline of projects and the infrastructure to support long-term employment. At EVERETT, we offer the flexibility and expertise to complement your team or lead your project independently, delivering outcomes without the overhead.

An external Superintendent, like EVERETT, offers a flexible and cost-effective solution for overseeing construction site operations, especially for landlords, developers, or project owners who don’t require full-time site supervision year-round. Key benefits include:

  • Scalability: Engage only when needed, ideal for short-term or project-based work.
  • Specialist Knowledge: Access to experienced professionals with diverse project backgrounds and up-to-date regulatory knowledge.
  • Independent Oversight: Objective site supervision that ensures contractors are held accountable to quality, safety, and program requirements.
  • Cost Efficiency: Avoid the overheads of a full-time salary, benefits, and downtime between projects.
  • Faster Mobilisation: External Superintendents can be deployed quickly with minimal onboarding.
  • Contractual Clarity: Particularly under contracts like AS4000, external Superintendents understand their dual role—acting on behalf of the Principal while maintaining impartiality in decision-making.

In contrast, an internal Superintendent may be suitable for organisations with a steady pipeline of projects and the resources to support a permanent role. At EVERETT, we provide experienced Superintendents who integrate seamlessly with your team and deliver results without the long-term commitment.

A property development manager is like the conductor of an orchestra – bringing together the project team of consultants, contractractors and getting the approvals to turn a concept into a built reality. We manage the entire process from concept plans, pre-lodgement, feasibility, through to design, construction and handover, making sure everything runs smoothly, on-time and within budget.

We’re the ones who keep the wheels in motion. From managing timelines, and budgets to co-ordinating consultants and contractors. We make sure your project stays on track and delivers what was promised.

Getting a DA involves preparing the right documentation, engaging the right consultants and team around you and navigating Council requirements. We handle all of this for you – lodging the application, responding to queries, and pushing it through to approval.

Yes, once your DA is approved, you will need a BA to start construction. It is a seperate process that checks your plans against building codes. We co-ordinate this with a certifier and sometimes a builder to keep things moving.

We help you find the right builder for your project. Whether that’s through a tender, negotiation or direct appointment. We look at experience, pricing, and fit for your scope, and we manage the contract set up too.
