Childcare Centre, Bahrs Scrub
31 Bahrs Scrub Road, Bahrs Scrub (Logan City Council)
EVERETT is engaged by a repeat client to lead the development approval strategy and consultant team coordination for a proposed 118 childcare centre at 31 Bahrs Scrub Road, Bahrs Scrub.
The project has been developed in response to strong population growth and increasing demand for quality early learning services within the Bahrs Scrub and Windaroo catchment. The proposal seeks approval for a purpose built childcare centre featuring extensive outdoor learning environments, nature-based play spaces and facilities designed around the operator’s unique educational philosphy.
The Development Application was recently lodged with Logan City Council and is currently progressing through the assessment process.
Development Approval Strategy
This project is being managed as a deliberately strategic impact assessable development application.
From the outset, the project team recognised that the proposal would involve complex planning considerations, including demonstrating community need, responding to planning policy objectives, and addressing potential concerns regarding competing childcare and commercial facilities within the broader catchment.
In response, EVERETT developed a comprehensive approvals strategy involving:
- Early engagement with Council officers
- Detailed planning and development strategy reviews
- Childcare needs assessment and demographic analysis
- Community need and economic need justification
- Specialist traffic, acoustic, and technical investigations
- Alignment of subdivision and development approval pathways
- Preparation of a planning framework capable of supporting the application through all approval stages if required.
Given the planning complexities associated with the site, the approval strategy has been developed with the understanding that the matter may ultimately proceed through the Planning and Environment Court process should that become necessary. This proactive approach ensures the application is supported by robust technical evidence and a clear strategic planning justification from the outset.
