Superintendent Services Brisbane

Superintendent: Impartial Authority

EVERETT’s Superintendents administer construction contracts under AS4000 and AS4902 across Brisbane, Moreton Bay, the Gold Coast and the Sunshine Coast. Acting as the independent link between Principal and Head Contractor, we manage claims, variations and extensions of time through to practical completion. Our impartial, standards based approach protects your commercial position and reduces the risk of disputes during construction.

Our superintendent services provide independent contract administration for construction projects across Queensland – including progress certification, variation assessment, and extension of time determinations. With over eight years managing developments across South East Queensland, our team brings genuine construction and development experience to every contract we administer.

I'm a property developer

I have a site, and I need to develop it for a tenant/s and or buyers.

Once construction starts, your project needs an independent authority administering the contract. EVERETT’s Superintendents work under AS4000, assessing progress claims, evaluating variations and determining extensions of time on their merits. We manage disputes as they arise and monitor progress toward practical completion, protecting your commercial position while keeping the contract on track.

Where EVERETT has provided development management services from an earlier phase, our Superintendent carries that knowledge straight into construction. You are working with a team that already understands the site, the approvals and the design intent, rather than briefing a new party from scratch.

Example projects our team have been involved with include:

BWD Warehouse in Brendale is one project that reflects this well. EVERETT provided Development Management, Project Management and Superintendent services across the full project lifecycle, from Development Application through to construction delivery.

I'm a landlord

I have a building and I need to prepare base build for a tenant.

Whether your project is an extension, a refurbishment or a new base build, EVERETT’s Superintendents administer the construction contract and give you an independent view of what your builder is claiming. Smaller and more clearly defined scopes are usually administered under AS4902, the minor works standard, while larger base build contracts are administered under AS4000.

Your exposure as landlord usually comes down to timing, payment claims and defects that surface after your tenant has moved in. EVERETT assesses claims on their merits, keeps a clear record of every decision and works to resolve issues before they become disputes, protecting your position if a problem emerges after handover.

Example projects our team have been involved with include:

I'm a tenant

I have a tenancy and I need to do a fitout or bring a tenancy back to base build.

If you are funding your own fitout works under a building lease, you can appoint EVERETT as Superintendent to administer that contract, even though you are not the building owner. The appointment depends on the contract structure rather than who owns the building, and lenders or governance requirements often call for an independent Superintendent on tenant funded works.

Our role stays the same regardless of who engages us. We assess claims and variations, certify progress payments and manage practical completion (the formal point at which the works are certified as substantially finished) and defects. Bringing a tenancy back to base build brings its own demands, including demolition scope and obligations to reinstate the space at lease end, and we coordinate directly with the building owner’s team to keep the handover on schedule.

Example projects our team have been involved with include:

Why Impartiality Matters and Why We Take It Seriously

Under AS4000 and AS4902, the Superintendent has a legal obligation to act honestly and fairly between the Principal (the building owner or project client) and Contractor. Our role is to apply the contract as written, regardless of which party the outcome favours. We have written in more detail about how this role compares to an independent certifier if you want to understand the wider landscape of contract administration models.

A Superintendent who sits too close to the Principal loses credibility with the contractor, and that is often where disputes start. Independence keeps commercial relationships intact and reduces the chance that a disagreement ends up in formal proceedings.

Variation claims are where this shows up most often. A contractor may submit a claim they believe is justified while the Principal sees it differently. Our job is to test the claim against the contract, the drawings, the specifications and the project correspondence, not to side with either party. We have adjusted assessments where a claim included work already covered by the original scope, and we have upheld contractor claims that a client initially disputed, where the entitlement was genuinely there.

EVERETT has been formally appointed as Superintendent across residential, industrial and refurbishment projects, with commissions ranging from around $500,000 through to $20 million and above. Across architecture, development management, project management and Superintendent roles combined, our contract administration experience spans more than 50 projects, most commonly under AS4000 and AS4902.

Our director is a registered architect who has administered construction contracts and coordinated project teams throughout his career, alongside experience in development management and project management. That background means a Superintendent who applies the contract fairly while understanding the design, procurement and delivery decisions behind it.

Our commitment to providing excellent client support.

Superintendent Services - Frequently Asked Questions

A Superintendent administers the building contract between Principal and Head Contractor. This includes assessing payment claims, certifying variations, managing extensions of time, monitoring progress toward practical completion and identifying defects, giving both parties independent oversight that keeps the project on track and reduces disputes.

Yes. Under AS4000 and AS4902, the Superintendent has an obligation to act honestly and fairly between Principal and Contractor. The role is not to advocate for either party, but to apply the contract and make assessments based on its terms.

Most commercial and larger construction contracts administered under AS4000 name a Superintendent, and smaller or more clearly defined works are often administered under AS4902. Even where a Superintendent is not formally required, appointing one is worth considering wherever there is meaningful risk, whether from contract value, multiple stakeholders or lender requirements.

A Principal’s Representative acts solely on behalf of the client, while a Superintendent has an obligation of impartiality to both parties, assessing claims and making determinations fairly rather than advocating for one side. We cover this distinction in full in our article on Superintendent vs Principal’s Representative.

Yes, and it often benefits the project because the Superintendent brings a detailed understanding of the site and earlier decisions into construction. The obligation of impartiality between Principal and Contractor stays the same regardless of any earlier role, and we are upfront with clients about how that independence is maintained.
